In Mubende district, the arrest of local moneylender Kalihuungu Vianney has stirred controversy as residents accuse him of operating a private detention facility in Kabandore village.
Residents of Kabandore village have raised concerns about Kalihuungu’s alleged practice of detaining individuals who fail to repay their debts, leading to the perception of a “house prison” for defaulters. Additionally, accusations of fraudulently seizing collateral items have further fueled the community’s outrage.
Despite the accusations leveled against him, Kalihuungu has denied any wrongdoing, asserting that he has not detained anyone or unlawfully confiscated property.
However, the lack of proper licensing and legal documentation for his moneylending activities has prompted authorities to take decisive action.
In response to the grievances presented by residents, Mubende Resident District Commissioner Al Hajji Lule Umar Mawiya intervened, demanding that the moneylender provide the necessary legal paperwork for his operations.
Upon discovering the absence of proper licensing, the RDC ordered Kalihuungu’s immediate arrest, signaling a deeper investigation into the alleged misconduct surrounding his moneylending practices.
